PublicationPolítica Nacional Multisectorial para las Niñas, Niños y Adolescentes al 2030 - PNMNNA : Resumen ejecutivo(MIMP, 2021)MIMPDesde la adopción de la Convención sobre los Derechos del Niño por la Asamblea General de Naciones Unidas el 20 de noviembre de 1989, el Perú viene cumpliendo con su compromiso de reorientar su organización interna a la luz de los mandatos allí establecidos, los cuales tienen como propósito garantizar el pleno ejercicio de derechos para todas las niñas, niños y adolescentes (NNA) a nivel nacional. Este proceso, aún en curso, implica el ajuste de la normativa interna, la creación de servicios especializados y la adopción de políticas públicas especializadas para NNA. Esta forma de organizar las acciones del Estado bajo el enfoque de derechos de NNA constituye una gran ventana de oportunidad para consolidar el rol de las NNA como sujetos de derecho y garantizar su desarrollo y bienestar individual, familiar y social. El Perú ha experimentado importantes avances normativos, en la aprobación de instrumentos de políticas y de servicios en los últimos años a favor de la infancia y la adolescencia, como la ratificación de la Convención sobre los Derechos del Niño en el año 1990. Durante los 30 años de vigencia de dicha Convención se ha aprobado la Ley N° 30403 Ley que prohíbe el castigo físico y humillante contra niñas, niños y adolescentes, la Ley N° 30466, Ley que establece parámetros y garantías procesales para la consideración primordial del interés superior del niño; la Ley N° 30364 para prevenir, sancionar y erradicar la violencia contra las mujeres y los integrantes del grupo familiar, el Decreto Legislativo N° 1297, Decreto Legislativo para la protección de niñas, niños y adolescentes sin cuidados parentales o en riesgo de perderlos; a través del cual se crean las Unidades de Protección Especial (UPE). Asimismo, se han creado y fortalecido servicios con la finalidad de proteger los derechos de las NNA, tales como las Unidades de Protección Especial para la atención de situaciones de desprotección que puedan enfrentar dicha población, la creación y fortalecimiento de las Defensorías Municipales de las Niñas, Niños y Adolescentes a nivel local; así como de los juzgados, fiscalías, policías y defensores públicos especializados en materia de niñez y adolescencia. Recientemente, atendiendo a la difícil situación que enfrenta nuestra niñez y adolescencia a causa de la Covid-19, mediante Decreto de Urgencia N° 020-2021 se ha aprobado la creación de una asistencia económica a favor niñas, niños y adolescentes cuyo padre o madre o ambos han fallecido por la COVID-19....

PublicationViolencia familiar y sexual en mujeres y varones de 15 a 59 años: Estudio realizado en los distritos de San Juan de Lurigancho, Puno y Tarapoto(Ministerio de la Mujer y Desarrollo Social-MIMDES, 2009)Bardales Mendoza, OlgaLa lucha contra la violencia familiar y sexual debe ser una tarea de la mayor prioridad, tanto para el Estado como para la sociedad en general, ya que dicha violencia afecta a gran parte de la población peruana y genera graves implicancias para el desarrollo social y económico del país. Una de las limitaciones para abordar adecuadamente la mencionada problemática consistía en la ausencia de datos y estadísticas que dieran cuenta de su prevalencia en mujeres y varones, no sólo respecto de la violencia conyugal sino también de la violencia familiar desde una concepción más amplia. En este sentido, el Programa Nacional Contra la Violencia Familiar y Sexual del MIMDES desarrolló en el 2004 un estudio sobre la prevalencia actual de la violencia familiar y sexual en mujeres y varones de los distritos de San Juan de Lurigancho, Puno y Tarapoto; los resultados se muestran en el presente documento. Es importante señalar que este estudio es el primero en el país que incorpora al varón, con la intención de conocer en qué medida le afecta la violencia familiar y sexual, ya que siempre se le ha colocado únicamente en el rol de agresor. Asimismo, constituye una línea de base de la problemática para las zonas de los distritos estudiados, que estamos seguros será de gran utilidad para quienes toman decisiones sobre el desarrollo de los planes regionales y locales que conducen a la reducción de la mencionada violencia, como también al desarrollo de capacidades y la mejora de la calidad de vida. La medición de la violencia familiar y sexual en los últimos doce meses nos permitiría, sobre la base de la demanda actual, prever una potencial oferta de servicios de calidad. En comparación con encuestas anteriores, la violencia sexual ha sido investigada con mayor especificidad.
