En el mundo, actualmente, más del 55 % de la población vive en ciudades y la tendencia de la
urbanización o desarrollo urbano continuará en los próximos años. El crecimiento de las
ciudades responde a distintos factores como el área geográfica disponible, la dinámica
económica, las economías de aglomeración, la infraestructura de transporte, accesibilidad a
servicios, inversiones en infraestructuras, entre otras variables.
El ritmo, dinamismo y magnitud del desarrollo urbano genera desafíos en los distintos países
vinculados a la demanda de viviendas, suelo urbano disponible, de accesibilidad a servicios
básicos, de espacios públicos, de infraestructura y también en temas de vulnerabilidad ante
riesgos. La conformación o expansión de ciudades está condicionada a su ubicación en el
territorio y a las características del espacio geográfico en el que se asienta, así, por ejemplo, en
el Perú, se registran situaciones alarmantes relacionadas a zonas urbanas con poblaciones
vulnerables o en riesgo por la una planificación inadecuada, no efectiva y en muchos casos
inexistente, para el desarrollo urbano.
